Asset retirement of the oil and gas facility: environment, health, and safety (EHS) perspective
Year: 2015
Proceedings Title : Proc. Indon. Petrol. Assoc., 39th Ann. Conv., 2015
Increasing numbers of offshore infrastructure are coming to, or have exceeded their expected lifespan. In Asia Pacific alone, approximately there are about 1,800 offshore oil and gas structures, of which 700 of them are 25 years old and more than 550 of them will be decommissioned before 2020 while in Indonesia, there are around 500 oil and gas platforms, 100,000 km of pipeline and 15,000 wells, of which 65% of them are over 30 years old and are expected to be decommissioned in the near future.
Within the Oil and Gas (O&G) industry, decommissioning broadly involves the plugging and abandonment of all wells, cleaning of manifolds and pipelines, and the removal of topsides and subsea facilities and jackets (the steel supporting structures) to shore.
This poster presents potential activities related to Environmental, Health, Safety, and Social (EHSS) that Oil and Gas Companies need to undertake when preparing/planning and implementing the AR i.e. Asset and Waste Inventory, Life Cycle Assessment, and Review of Best Practicable Environmental Option (BPEO). Please note that there are other substantial activities (not directly related to EHSS) that need to be undertaken by the O&G companies during AR (e.g. financial provision, financial modelling, and expenditure profile) but are not presented in this poster.
Since Indonesia is still preparing regulation or guidelines related to AR (according to authors’ understanding), some AR case studies from countries outside of Indonesia were taken and presented in this poster.
