The 'Unfied' Project: Government And Industry Working To Simplify Oil Spill Response Planning

The current approach to preparedness for oil spills in Indonesia is a maze of different government agencies’ programs that often overlap. The National Response Team (also known as PUSKOLDANAS) chaired by Indonesia Coast Guard has developed a National Contingency Plan ( as per the Presidential Decree No. 109 / 2006 on Emergency Oil Spill Response at Sea and establishment of OSR National Team) that describes the process for activation for Tier 1 (local spill) up to Tier 3 (major/international spill). In addition to this, SKMIGAS (Upstream Oil and Gas Regulator) has also developed Area Contingency Plan (as per the BPMIGAS PTK 005/2011) that is further divided into 8 unique areas. The Area Contingency Plan describes the Tier 1 capability requirement and the Tier 2 standard operating procedures of which each Oil and Gas Operator need to be aware of and be prepared for. In this paper, we will explore on how these plans can interact with one another as to provide road map to the Industry in responding to oil spills effectively and efficiently under existing regulatory requirements.
