As part of Marathon Oil Corporations worldwide commitment to support the local communities in the areas in which we live and work, Marathon International Petroleum Indonesia Limited, a wholly-owned subsidiary of Marathon Oil Corporation and operator of the Pasangkayu Production Sharing Contract (PSC), West Sulawesi, together with the support of the joint venture partner Talisman (Pasangkayu) Limited and the local government, has provided support for various Community Development (CD) programs to assist several communities located in the onshore area of the Pasangkayu PSC. The CD program plan was developed initially in three phases over a two-year term from January 2008 - December 2009. The overall goal was to develop sound, trusting relationships with the communities in order to implement sustainable projects based on a human-rights approach. The rights-based approach focuses on: 1) nondiscrimination and attention to vulnerable groups, such as women and children, 2) empowerment, 3) participation and 4) accountability in forming and strengthening Community Consultation Forums (CCFs) in the 25 villages and sub-villages. The CD projects were developed by the local communities following CCF group consultation of their needs, with Marathon providing financial and logistical support. A major requirement during the selection process was long-term sustainability. The projects cover a variety of needs, such as healthcare, education, income-generation and sanitation. This paper describes the background to implementing the program, discusses details of some of the projects and provides insights into development of beneficial Community Development programs.
