Environmental management of offshore drilling in Bintuni Bay, West Papua

Good environmental management is critical to ensure a safe and compliant drilling operation. As part of the long-term development plan for Tangguh Liquefied Natural Gas (LNG) operation, the Tangguh Exploration and Appraisal Project (TEAP) is being conducted in Bintuni Bay, Papua Barat Province. The bay is surrounded by mangroves and is a home for protected marine mammal and reptile species, and to abundant fisheries that support the local indigenous communities. One of the TEAP team responsibilities, therefore, is to ensure the Bintuni Bay environment is managed and protected well according to Government of Indonesia regulations .
Wells Environmental Engineers (WEE) have been involved since the initial stage of the TEAP campaign, enabling adequate preparation time to conduct required studies, namely: baseline environmental study, environmental & social impact assessment (UKL/UPL), and to proceed with environmental permitting requirements. They also have been involved in various programs such as socialization to local communities, which was undertaken prior to project commencement, in partnership with the Community & External Affairs team. Preparation workscopes included well contracts review, permit commitment register, oil spill contingency plan and modeling, drilling mud and cutting management (including cutting discharge modeling), and integrated waste management. A pre-mobilization due-diligence audit for rig and supporting vessels was conducted to assess process readiness of environmental management and it completed before the rig and vessels mobilization.
The assurance process have been completed when the drilling activities started in February 2013 through onsite day-to-day support by WEE. All crews involved have received mandatory environmental induction, training, and socialization of commitment register. Marine mammal and reptile monitoring is also conducted as part of TEAP Environmental programs. Periodical environmental monitoring and reporting are conducted during TEAP implementation, and a post-drilling environmental study will be undertaken after project completion.
