Year: 2009
Proceedings Title : Proc. Indon. Petrol. Assoc., 33rd Ann. Conv., 2009
The petroleum and petrochemical industry recognizes that achieving industry-leading safety performance in an onshore construction environment is a significant challenge, particularly in new operating areas. Most importantly, this requires commitment by Senior Management. Also critical is the formation of effective partnerships between owners and contractors to identify opportunities for improving both the safety culture as well as safety management systems. The relentless safety-focused efforts by the joint Owner / Contractor Site Leadership are required to achieve these results (i.e., a “One Team approach). The paper outlines ExxonMobils approach to safety management for project in new operating areas. It summarizes some of the key factors that have lead to exemplary Safety results in executing projects, and how they are implemented consistently in our portfolio of development projects and operations worldwide. These factors include Effective Management System Execution, Safety Leadership and Commitment, Risk Management and Mitigation, and Developing a Workforce Safety Culture. Examples of how these critical factors have been used and have resulted in world class performance on projects in the Middle East and in Russia are highlighted. The paper goes on to outline how this approach is being used here in Indonesia for Banyu Urip early production and will be applied to future Banyu Urip full field development. The paper concludes that in spite of a mix of geographically and culturally diverse projects and project teams, the four critical success factors are proven strategies that can facilitate the achievement of Nobody Gets Hurt and industry- leading safety results.
