Gas development master plan

A Gas Development Master Plan (GDMP) has been prepared for Indonesia supported by the National Development Planning Agency (Bappenas) and financed by Australian Aid with technical support from the World Bank. The GDMP was developed over a 21 month period and was completed in December 2013. The key element that the GDMP seeks to achieve is better coordination between the upstream and downstream sectors of the industry. As part of this work a benchmarking study of the development of a domestic gas industry in seven major gas producing countries was prepared. A further element in the GDMP was an Excel based model which allows users to explore future development of the Indonesian gas industry and evaluate alternative scenarios. A key question here was the value of the use of gas domestically as opposed to being exported. The model covers in detail long-term supply and demand for twelve different regions in Indonesia and the resulting infrastructure requirements. The project developed ten policy notes covering: • Overview of gas resources and development potential • Impediments to developing gas reserves • Identification of policy gaps and recommendations for policy action • Policy support for the development of domestic gas markets • Framework for gas infrastructure development • Permitting and approvals processes • Review of PSC provisions • Regulation of consumer prices • Private investment in gas infrastructure • Gas export scenarios The project carried out by a consulting team based in London, Jakarta and Bangkok was guided by a Technical Committee and Steering Committee in Indonesia including all concerned government agencies together with relevant Indonesian state and private companies as well as the LNG and Gas Committee of the Indonesian Petroleum Association.
