Integration Between Earned Value Management and Risk Management to Measure Project Health in Oil and Gas Upstream Facilities Construction

Effective project monitoring and control are essential for ensuring the timely, cost-effective, and accurate completion of upstream oil and gas production facility development projects, aiding in the realization of the government’s strategic objective of achieving one million BOPD and twelve BCFD by the year 2030. Hence, the objective of this research is to create a PHC (Project Health Check) tool that can assess the project's progress relative to its initial plan at a particular moment in time, including physical progress, financial expenditure, and achievement of milestones. Despite the existence of Project Health Check assessments at present, a metric system to serve as the foundation for these indicators is still required. In an effort to enhance the current Project Health Check methodologies, this study proposes a parametric integrated approach that combines Risk-Issue Management and Earned Value Management. The technique known as "Earned Value Management" (EVM) integrates assessments of resources, schedule, and scope in order to evaluate the performance of a project. EVM allows project management to evaluate financial expenditures and work progress to determine if the project is still on track. Risk and issue management are also components of PHC, alongside EVM. This entails the detection, evaluation, and management of potential project risks, as well as the monitoring and resolution of problems that emerge throughout the implementation phase. Particularly in the upstream oil and gas industry, project managers and other stakeholders can utilize the outcomes of PHC to make well-informed decisions regarding critical project success actions, including resource allocation, plan modifications, and risk reduction. PHC not only offers a momentary assessment of the project's status but also provides valuable insights that facilitate ongoing enhancements in project management. Integrated PHC, in summary, serves as a beneficial instrument in contemporary project management, aiding teams in maintaining focus, detecting issues in their nascent stages, and implementing timely remedial measures.
