Managing the Social Aspect of Tangguh’s Seismic Program, the First and Largest OBN Survey in Indonesia

In 2018 BP conducted the first Ocean Bottom Nodes (OBN) seismic in Indonesia, the Tangguh Seismic Program (TSP), to support the future development of BP; Tangguh LNG at Bintuni Bay - Papua Barat. More than 8000 nodes and 13 vessels were used during a 24-hour seismic operation making TSP the largest OBN survey in Indonesia. In addition, we worked to avoid, mitigate and manage environmental and social impacts on the area being surveyed in Bintuni Bay a traditional community fishing area. The seismic delivery team worked together with the community and external affair team to manage the social risk issues that could potentially disrupt the project performance. The prevention and mitigation actions included regular engagement and communication with the seismic contractor, the local community and other key stakeholders providing a channel for the community to express any grievance or aspiration related to the project, as well as a response within the agreed time. Other actions included an impact assessment on the local fishing industry and marine traffic, the management of potential claims or compensation, community involvement to participate in a food supply chain program for the project, and clearly defined roles and responsibilities of the personnel involved in the project, including the seismic contractor. The seismic activity has been included in the Tangguh Environmental Impact Assessment document which sets out Tangguh; environmental and social commitments. Tangguh has a long-standing, positive relationship with the community surrounding area and it was important that the seismic social team continued to maintain these relationships through regular and open dialogue during the eight months of seismic operations. The continued development of Tangguh will bring additional social and economic benefits to the people of Papua Barat Province and Indonesia. This paper will explain about one team effort from BP seismic and community & external affair team and contractor in managing social aspect during Tangguh Seismic Program.
