One of the results of the Uruguay Round of GATT (General Agreement on Trade and Tariff) effective 1995 is the General Agreement on Trade in Services or GATS. While there are ongoing negotiations to complete the Agreement, it is widely expected that GATS will accelerate the process of liberalization of trade in services. One of the modalities of delivery of services that is going to be liberalized is the freedom of movement of people providing services between countries. Therefore, GATS implies that each WTO (World Trade Organization) member needs to prepare their human resources to have the competitive ability to face the globalization in the coming century. In order to face the dynamic and ever changing business environment and challenges, Schlumberger as a major multinational service company in oil industry has been consistently recruiting, educating and training human resources from various nationalities since the early 1970s. The human resources development system has become very successful in developing the people needed by the company in line with the current globalization trend. This paper describes the globalization environment, the factors affecting human resource development, and how Schlumberger has developed Indonesian professionals in the petroleum field, and the impact has been to the oil industry and to the country.
